The department consists of:
  1. Expenditure Division.
  2. Records Division.
  3. Investment Plan Division.
  4. Financial Planning Division.
  5. Treasury Division.
  6. Correspondence Division.
  7. Payroll Division.
  8.  Higher Education Fund Division and the activities of the Evening Studies Fund and the Student Assistance Fund.
The process of preparing and allocating the university budget and monitoring it throughout the year is considered one of the department’s most important tasks. It also includes obtaining the university’s monthly central funding in coordination with the Ministry of Finance, financing college budgets each month, supervising accounting records, preparing balances and monthly financial statements, and then submitting them to the Ministry of Finance and the Ministry of Higher Education and Scientific Research.
The Financial Department provides financial consultations to the University Presidency and submits proposals that contribute to the development of the department’s work. It is also responsible for preparing final accounts and submitting them to the Federal Board of Supreme Audit and the Ministry of Finance within the specified timeframe, settling payments of university contributions to international organizations and foreign associations, organizing expenditure documents and checks, and maintaining expenditure files. It also organizes payroll statements for permanent staff and implements allowances, promotions, and salary increases, as well as preparing payroll statements for university employees under contracts and temporary employment, in addition to issuing administrative payment orders.
The department also focuses on responding to all reports issued by the BSA and the Office of the Inspector General, organizing monthly advances, deposits, expenditures, and revenue schedules for the current and investment budgets of the University Presidency. It also consolidates (advances, deposits, expenditures, and revenues) for all university formations and submits them monthly to the Ministries of Finance and Higher Education and Scientific Research. Finally, it prepares transfer procedures for employees and newly appointed staff to and from the university and follows up on these transfers with the Ministry of Finance.
 The Equipment Division is responsible for supplying the administrative and scientific departments at the University Presidency with the necessary computer accessories, equipment, electrical devices, stationery supplies, and all furniture requirements. It also ensures the matching of receipts with store vouchers issued according to each department, requests the purchase of warehouse materials as credit stock items purchased from local markets and prepared for university departments, archives documents, and electronically processes invoices. It should be noted that the division was recently transferred and attached to the Financial Department.
