Enhancing the efficiency of project planning and implementation, and improving the effectiveness of planning and executing construction and development projects at the university, ensuring compliance with timelines, estimated costs, and approved technical standards.

Ensuring the quality of project implementation and adherence to ministerial instructions, technical specifications, and occupational safety standards throughout all stages of projects.

Contributing to the achievement of strategic plans for future expansion by preparing studies and designs and monitoring project implementation.
Department Director
The Department Director manages and supervises all technical and administrative activities of the department, including its divisions and units. He is authorized to provide directives for the implementation of tasks, define responsibilities, and distribute the department’s duties among employees according to their respective specializations. He also approves leave requests in accordance with applicable regulations, evaluates employees’ performance, recommends recognition and rewards for outstanding staff, and provides engineering consultations to the University President.

–Following up and coordinating the tasks and correspondence of the department’s divisions, resident engineers’ offices, and committees formed within the department, consolidating their positions, and submitting reports to the department management.

- The department is responsible for investment plan projects, where it determines the priorities of proposed projects according to the university’s actual needs.
- Conducting surveying works, reviewing designs, and auditing bills of quantities for proposed projects prepared by consulting offices, and preparing them for tender announcement.
- Following up on procedures for opening and analyzing bids submitted by companies and contractors, and referring them to the most suitable and competitive bidder.
- Monitoring the implementation and construction of university buildings and related projects.
- Preparing engineering project plans and following up on financial allocations for these projects.
- Preparing monthly progress reports on the status of ongoing projects.
- Conducting field visits to projects affiliated with university formations.
- Forming resident engineer committees responsible for supervising the implementation of university projects, as well as hidden works measurement committees that measure concealed works during implementation.
- Forming final acceptance and measurement committees for university projects.
- Receiving requests from all colleges, centers, and the Student Housing Department to prepare surveys and cost estimates for renovations, maintenance of service networks, or modifications in accordance with developments in newly established departments.
- Forming direct implementation committees (by contract/entrustment) and acceptance committees for works that require rapid execution, have special requirements, or involve limited implementation costs.
Head of the Project Planning Division
Tasks of the Project Planning Division:
- Preparing integrated studies (economic and technical feasibility studies) to determine the requirements for establishing new projects or rehabilitating and maintaining existing buildings, and setting priorities for their implementation based on the formation’s strategic plan.
- Preparing and reviewing project forms for discussion with relevant authorities in order to include them in the Ministry’s plan, and coordinating with other units within the formation to complete land preparation, finalize designs, and resolve any financial or legal issues, if any.
- Preparing development and training plans, and determining the required workforce capacity in line with the scale of projects and future project plans.
- Conducting surveying works, reviewing the designs of new buildings, and carrying out modifications to existing buildings.
Project Implementation Division
Tasks of the Project Implementation Division:
- Supervising the implementation of engineering works for assigned projects.
- Preparing variation orders and recommending the granting of additional time extensions.
- Preparing payment certificates for completed works and supplied materials.
- Organizing project files and maintaining the daily site records.
- Coordinating with relevant authorities to overcome implementation obstacles.
- Participating in final acceptance and measurement committees, as well as any other committees or tasks that support the department’s activities.
Project Monitoring Division
Tasks of the Project Monitoring Division:
- Monitoring the implementation of projects, conducting technical and financial reviews to determine completion rates, identifying obstacles and deviations, and providing appropriate solutions.
- Preparing monthly reports for investment plan projects, in addition to the required reports and status updates for all projects implemented across other project tracks.
- Evaluating the performance of employees.
- Participating in pricing committees and committees responsible for evaluating additional time extensions.
- Following up and reviewing tests of materials used in project implementation, including laboratory tests, and verifying their compliance with applicable standard technical specifications.
- Carrying out any assigned tasks that are consistent with the department’s functions and the university’s requirements.
Tasks and Duties of the Administrative Unit in the Construction and Projects Department: :
- Receiving and delivering daily correspondence from the resident engineer offices, department divisions, university departments, and the Ministry.
- Incoming and outgoing official correspondence for the departments, divisions, and the Ministry.
- Maintaining and filing records in their respective files.
- Recording employees’ regular and sick leave requests.
- Copying and printing the official correspondence related to the department.
